NIRA published research at the ICNS Conference 2026 exploring why the National Airspace System is becoming an ecosystem — not just a collection of systems. The paper argues that future NAS modernization will require end-to-end data supply chain visibility: understanding where data originated, how it was transformed, what dependencies it carries, and how it behaves under degradation. This work was inspired by NIRA's ongoing collaboration with the Federal Aviation Administration and reflects our core focus on advancing data-centric information exchange in an increasingly distributed NAS.

NIRA has been awarded a new contract with the Federal Maritime Commission to advance process automation and workflow modernization in support of the U.S. maritime supply chain. Under this effort, we'll partner with FMC to move high-volume, manual compliance activities — such as carrier registrations and service contract filings — onto a modern, automated platform. By applying secure, AI-enabled workflow automation, we aim to: reduce administrative burden on staff and industry, improve data quality, transparency, and auditability, and enable FMC to focus on oversight of ocean shipping and trade. NIRA has been awarded an SBIR contract from Naval Information Warfare Systems Command (NAVWAR) to develop advanced data integrity and control methods. Our solution, Resilient Edge-enabled Data Exchange (REDI, pronounced "Red Eye"), builds upon NIRA's LEDGENDD™ technology to enable resilient, policy-aware data exchange, even in Disrupted, Disconnected, Intermittent, and Low-bandwidth (DDIL) environments, where traditional security measures fall short. Beyond the battlefield, REDI has the potential to transform secure communications in Unmanned Aircraft Systems (UAS), UAS Traffic Management (UTM), and disaster response, where network connectivity is unpredictable.
